What does this even mean? Maybe when it gets so late in NYC (10 pm) they decide to confuse the pedestrians and put both the walking and the stop sign up at the same time. They (they meaning the traffic watching people) probably watch in amusement from their traffic watching towers all night long. They don't fool me. We crossed that street with no fear at all.

late night stroll
What does this even mean? Maybe when it gets so late in NYC (10 pm) they decide to confuse the pedestrians and put both the walking and the stop sign up at the same time.
